states who are parties to the Geneva Arbitration

Conventions of 1923 and 1929 this discretion has been

taken away. China, however, not being a party to

these conventions, the draft in the preceding

paragraph represents the utmost we can do as regards

formal reciprocity; practical reciprocity already

exists.
